Gambling Legislation Is Dead for 2025
On Thursday (Apr. 3rd), there was an attempt at introducing gambling legislation by Alabama Senator Greg Albritton. Later that same day, Sen. President Pro-Tem Garlan Gudger released a statement: “With 12 meeting days remaining in the session, both budgets still awaiting approval, and other important bills and measures demanding focus and attention, the comprehensive gaming bill released today is simply too little, too late, and has too few votes to pass.”

HB342: Religious Release Time

Rep. Susan DuBose joined Priority Talk Radio and ALCAP President Greg Davis to discuss her attempts to pass the Alabama Released Time Credit Act which would allow Bible classes for public school students in Alabama. For more information, visit here.
Status: This bill was voted down in its House Committee. The Senate version of the bill (SB278) awaits a vote in its Senate Committee.

SB277: Abstinence and Sexual Risk Avoidance in Public School Education
Summary of Bill: Under existing law, any program or curriculum in a public K-12 school that includes sex education or the human reproductive process must emphasize abstinence as the only effective protection against unintended pregnancy and sexually transmitted disease.
This bill would require any sex education or human reproductive curriculum or program in a public K-12 school to exclusively teach sexual risk avoidance and encourage abstinence from all sexual activity.
Status: This bill awaits a vote in its Senate Committee.
*This Bill Is Now Law* SB78: Banning “Galaxy Gas”

Summary of Bill: This bill would prohibit the use of butyl nitrite or any mixtures containing butyl nitrite, commonly known as “whippets,” except under certain circumstances. This bill would prohibit the use of nitrous oxide, commonly known as “laughing gas,” and amyl nitrite, commonly known as “poppers” or “snappers,” except under certain circumstances. This bill would also provide penalties for any violations of the prohibition.
Status: Gov. Ivey signed this bill and it is now law.
SB186-187, HB 317-318: Protecting Children
from Pornography

These are actually only two bills, split between their House and Senate versions. ALCAP President Greg Davis welcomed Melea Stephens to Priority Talk Radio to discuss Alabama Senate Bills 186 and 187. Their conversation centered on making phones safer for minors by protecting them from exposure to pornographic content, and these two bills are integral for this purpose. Summary of SB186 and HB318: This bill would require manufacturers of certain Internet-enabled devices, including smartphones and tablets, to contain a filter that is enabled during the activation of the device if the user is a minor.
This filter would be capable of preventing the device from accessing or displaying obscenity through Internet browsers or search engines.
Summary of SB187 and HB317: This bill would would require app stores to implement various age-verification processes.

Summary of Bill: This bill would prohibit a student from using, operating, or possessing a wireless communications device on public elementary or secondary school grounds during the instructional day subject to certain exceptions.
Status: This bill passed the House and its Senate Committee. It now awaits a vote on the Senate Floor.

In a Statehouse interview, Greg Davis joined with Alabama State Representative Mark Gidley to discuss two of his bills, which focus on bringing the 10 Commandments and trained chaplains into public schools. For more information, visit here.
Also, in another interview from the Statehouse, Greg Davis visited with Colonel John Eidsmoe about his testimony at the Alabama Statehouse regarding a bill to place the 10 Commandments in public schools.
Summary of HB179 (Chaplains): This bill would authorize each local board of education and the governing body of each public charter school to vote on whether to allow schools in their jurisdiction to accept a campus chaplain as a volunteer and, if the vote is in the affirmative, would allow volunteer chaplains to be made available to provide services at the request of a teacher.
Status: This bill passed its House Committee and awaits a vote on the House Floor before moving to the Senate.
Summary of HB178 (10 Commandments): This bill would require each local board of education and the governing body of each public institution of higher education to display the Ten Commandments and a context statement in a common area of each school under its jurisdiction.
Status: Both Senate and House versions of the bill await a vote in their respective Committees.
*Update* HB231: Prayer and Pledge in Schools

Greg Davis also sat down with Lisa Crane of WVTM 13 (NBC affiliate) on Friday to discuss prayer and patriotism in our Alabama public schools.
Summary of Bill: This bill would propose an amendment to the Constitution of Alabama of 2022, relating to public K-12 schools, to require each local board of education to adopt a policy requiring that The Pledge of Allegiance be conducted to the United States flag and a prayer consistent with Judeo-Christian values be conducted at the commencement of each school day in each public K-12 school.
Status: The bill passed its House Committee, but then was re-referred back to Committee.

Summary of Bill: This bill would prohibit classroom instruction or discussions related to gender identity or sexual orientation from being provided to public school students in prekindergarten through twelfth grade.
