We were delighted to have Christian historian David Barton from WallBuilders with us to kickoff the 2026 weekly Legislative Prayer Breakfast! It was privilege to have him with us, and we look forward to continuing to pray with legislators every week of the legislative session.
John Killian Receives the Dan Ireland Award
Congratulations to John H. Killian on receiving the ALCAP Dan Ireland Award!
Founded in 2013 and named for Dr. Dan Ireland, this award honors steady faith, service, and leadership and John embodies all of it. From growing up in Wylam to earning advanced degrees in history and theology, and then going on to serve in decades of Christian ministry, John’s life has been marked by scholarship, service, and love for Alabama.
An alumnus of both New Orleans Baptist Theological Seminary and Tennessee Temple, John has served the church and our state in countless ways. He has served as former chaplain of the Alabama GOP, former president of the Alabama Baptist Pastors Conference and Alabama State Convention, in addition to serving for 26 years on the ALCAP board of directors.
ALCAP is grateful for the work and ministry of John Killian, and we couldn’t be more pleased to present him with this award.

Conservative Legislation Moving in Alabama
| The legislative session continues to progress forward, with several notable bills making headway in this second week. Child Predator Death Penalty Act (HB41 / SB17): These companion House and Senate bills by Rep. Matt Simpson (Daphne) and Sen. April Weaver (Pelham) would make the rape of a child under the age of 12 a capital offense. This legislation targets the most extreme offenders and spells out the seriousness of crimes against children, such as some of the horrific incidents that occurred in 2025. Status: The House version has passed out of committee and now heads to the entire House body; the Senate version remains under committee consideration. Social Media and App Age Verification Bills (HB171 / HB161): These bills focus on online safety for minors.HB171 by Rep. Ben Robbins (Sylacauga) would require age verification or parental consent for minors to access algorithm-driven social media feeds and would limit late-night notifications. HB161 by Rep. Chris Sells (Greenville) would require app stores to implement age verification and parental consent before minors can download apps. Status: HB 171 has been introduced and referred to the House Children and Senior Advocacy committee, where it currently awaits further action. HB 161 passed committee and has passed the House floor unanimously on the 21st (picture below). It now goes to the Senate for consideration. |
| Prohibiting the Sexual Grooming of Children (HB105): This bill by Rep. Mark Gidley (Gadsden) prohibits the sexual grooming of children and provides penalties. Status: The bill made it past the House Judiciary committee on the 21st and now heads to whole House body for consideration. Increasing Penalties for the Promotion of Prostitution (HB 158): Sponsored by Rep. Ron Bolton (Northport), this is an anti-prostitution and human trafficking bill that changes the penalty for promoting prostitution from a misdemeanor to a felony. It is also changes the penalty for soliciting prostitution from a misdemeanor to a felony if the person solicited is a victim of human trafficking. Status: The bill made it past the House Judiciary committee on the 21st and now heads to whole House body for consideration. Prohibiting Human Cloning (HB 111): This bill by Rep. Phillip Rigsby (Huntsville) would create the crime of human cloning and require that a violation is a Class C felony. Status: The bill made it past the House Judiciary committee on the 21st and now heads to whole House body for consideration. |
