ALCAP Protecting Churches and Mission Work
A bill (HB297) was recently put forward with good intentions to protect Alabama’s economy and provide tax income for the state. To do this, a 4% fee would be applied to “outgoing international electronic wire transfers.” It is not uncommon for those in the country illegally to take some portion of their pay and send it back to their country of origin electronically. This money is not taxed, thus depriving Alabama of tax income. HB297 was designed to solve this problem.
After hearing from churches and ministries that ALCAP represents, ALCAP President Greg Davis made the bill sponsors aware of certain concerns. This bill could greatly impact churches, nonprofits, and the mission work they support. These organizations and individuals often rely on wire transfers to send money out of the country to missionaries and mission projects. The 4% fee could be damaging to their efforts.
The sponsors paused the bill from consideration for the time being and ALCAP is working with them to see this issue resolved.
HB244: Ending the Indoctrination and Sexualization of Children in School

Summary of Bill: This bill would prohibit classroom instruction or discussions related to gender identity or sexual orientation from being provided to public school students in prekindergarten through twelfth grade.
Status: The bill awaits a House Committee vote.
SB78: Banning “Galaxy Gas”
Summary of Bill: This bill would prohibit the use of butyl nitrite or any mixtures containing butyl nitrite, commonly known as “whippets,” except under certain circumstances. This bill would prohibit the use of nitrous oxide, commonly known as “laughing gas,” and amyl nitrite, commonly known as “poppers” or “snappers,” except under certain circumstances. This bill would also provide penalties for any violations of the prohibition.
Status: The bill quickly passed the Senate and its House Committee. It now awaits a vote on the House floor.

Summary of Bill: This bill would propose an amendment to the Constitution of Alabama of 2022, relating to public K-12 schools, to require each local board of education to adopt a policy requiring that The Pledge of Allegiance be conducted to the United States flag and a prayer consistent with Judeo-Christian values be conducted at the commencement of each school day in each public K-12 school.
Status: The bill passed its House Committee and awaits a vote on the House floor.

Summary of Bill: This bill would authorize each local board of education and the governing body of each public charter school to vote on whether to allow schools in their jurisdiction to accept a campus chaplain as a volunteer and, if the vote is in the affirmative, would allow volunteer chaplains to be made available to provide services at the request of a teacher.
Status: The bill awaits a vote in its House Committee.

Summary of Bill: This bill would require each local board of education and the governing body of each public institution of higher education to display the Ten Commandments and a context statement in a common area of each school under its jurisdiction.
Status: The bill awaits a vote in its House Committee.
The “What Is a Woman” Act Is Now Law
Summary of Bill: The goal of this bill is to enshrine “male” and “female” into Alabama law. This legislation seeks to establish definitions for terms such as man, woman, boy, girl, father, mother, male, female, and sex within the context of state law.
Status: The bill quickly passed both the Senate and the House. Gov. Ivey has signed it into law.
